  • Community Forums on Early Childhood and Family Outcomes

For all those who work with young children and their families: Family Members, Service Providers, School, Organization and Agency Personnel --

The Cornerstone Project announces a series of in-person and online Community Forums. You and members of your community are urged to attend a forum in your area or to participate in the online version of the event. Either way, you will have the opportunity to review the draft early childhood and family outcomes developed by the project and to provide your reactions and input. The input from the forums will inform decisions on what child and family outcomes will be used to determine the effectiveness of NH's FCESS and Preschool Special Education programs.

About Cornerstone

Cornerstone is a joint project of the New Hampshire Department of Education and the New Hampshire Department of Health and Human Services. These state agencies work in collaboration with the national Early Childhood Outcomes Center.

Cornerstone is funded by the U.S. Department of Education Office of Special Education Programs (OSEP) to support NH's development of early childhood outcomes indicators for children ages Birth through 5 and their families. The Cornerstone Project invites those who work with young children and their families: Family Members, Service Providers, and School, Organization and Agency Personnel to participate in the project through involvement with the project subcommittees and/or joining NH's Early Childhood Community of Practice.

SYSTEMS OF CARE AND EDUCATION INFRASTRUCTURE  (shaded in blue on the project's organizational chart)

For several years, NHDOE and NHDHHS have been aligning their child and family-serving initiatives, building community-based Systems of Care and Education (SOC and Ed). An interagency improvement plan, known as the QUILT Project, formalized an infrastructure to align and coordinate all programmatic efforts.  Each project (Cornerstone is shaded in yellow) maintains its own management and operations structure and is represented on the CCMC, described below:

Children’s Care Management Collaborative (CCMC):The Children’s Care Management Collaborative (CCMC) is a state-level team comprised of representatives from state-level child-serving agencies and family advocacy organizations. Cornerstone Part C and B agency staff and Family Organizations are represented on the CCMC.

Systems of Care and Education Data Management Team:The SOC and Ed Data Management Team is an interagency team that works to coordinate and align data systems to address data collection and reporting needs at the community, state and federal levels.

Joint Steering Committee: The Joint Steering Committee is comprised of members of the advisory committees to Parts C and B, The Interagency Coordination Committee (ICC) and the State Advisory Committee (SAC).

CORNERSTONE PROJECT  (shaded in yellow on the project's organizational chart)   

Community of Practice: Coordinated by the Preschool Technical Assistance Network (PTAN, Joan Izen) and the Early Education Intervention Network (EEIN, Suzanne Iverson and Sandy Brallier). All individuals, agencies and organizations interested in forming and participating in NH’s Early Childhood Community of Practice will have the opportunity to join a formalized network whose activities will include information sharing via teleconferences and list serves, as well as formal and informal meetings. 

Cornerstone Management Team – Responsible for project oversight: Virginia Irwin, Ruth Littlefield (Part B), Allita Paine, Carolyn Stiles (Part C), Michelle Lewis, Terry Ohlson-Martin (Families), Debra Grabill (Project Site Coordinator), Debra Nelson (Evaluator).

Cornerstone Task Force – Responsible for coordination of Subcommittees, alignment of project initiatives including Community of Practice, Forums, Site Visits, Evaluation: Coordinated by Ruth Littlefield, Carolyn Stiles, Michelle Lewis; includes Subcommittee staff and other key project personnel.

Part C Infant Toddler Outcomes Subcommittee Responsible for developing child outcomes/indicators: Sandy Brallier, Suzanne Iverson (Facilitators), Patti Rawding-Anderson.

Family Outcomes Subcommittee – Responsible for developing family outcomes/indicators for Part C and B: Michelle Lewis (PIC), Terry Ohlson-Martin (Family Voices), Dawn Marquis (NH Connections), Claudia Ferber (NAMI NH), Linda Thomas (GSFFCMH).

Part B Preschool Outcomes Subcommittee – Responsible for developing child outcomes/indicators: Nancy Evans (Facilitator).

Data Subcommittee – Responsible for supporting Subcommittees in development of outcomes/indicators, links to SOC and Ed Data Management Team, training and technical assistance: Jeff Sun, Jonas Taub, Nick Hardy.

Evaluation – Responsible for project evaluation, field testing of outcomes indicators: Peter Antal, Martha Diefendorf, Debra Nelson, Jonas Taub (field testing), Jacqueline Dunaway (DOE/Bureau of Special Ed. Evaluator).

Project Implementation (not featured on project structure figure) – responsible for administration and reporting: Karen Mikkelsen (Project Director), Debra Grabill (Project State Site Coordinator),Jane Nesbitt (Project Finance Coordinator), Cheryl LaFrance (Project Administrative Assistant).
