Sun Associates is a group of people with varied and extensive educational experience as classroom teachers, school technology leaders, planners, researchers, and policymakers. With the variety and depth of experience of its personnel, Sun Associates has someone with the necessary expertise to meet each client's needs.
Key Staff
Our success is due in large part to our team approach. Each Sun Associates project is directed by one of our key staff. Additional staff and specialists are brought in to ensure that we are fully able to meet client needs.
Jeff Sun, Director, has 30 years of experience working in educational technology and educational program evaluation. Jeff has worked with state and local education agencies, school districts, and higher education institutions nationwide and has served in staff and consulting capacities to a number of U.S. Department of Education-funded programs. Prior to founding Sun Associates, he was the Director of Educational Technology for the U.S. Department of Education's Northeast and Islands Regional Educational Laboratory (NEIRL). He was also the program evaluator for the Department's Regional Technology in Education Consortia (RTEC), during which time he also worked with school districts on issues of technology planning and assessment. Jeff's decision to found Sun Associates was based on a desire to offer educational planning and evaluation consulting services directly to schools and districts which could quickly and efficiently serve the immediate needs of educators in the field without regard to geographic boundaries. Jeff has a B.A. in Sociology and Public Health from Hampshire College and an M.A. in U.S. Cultural History and the History of Technology from the University of Massachusetts at Amherst.
Dylan Bulseco, is a Scientist, educator, and executive at the intersection of artificial intelligence, STEM education, and data science. He is an experienced principal investigator and technical leader translating advanced AI/ML including large language models (LLMs), retrieval-augmented generation (RAG), and agentic systems into scalable learning technologies, mastery assessment architectures, and workforce-aligned STEM programs. Dr. Bulseco is the Principal Investigator of three current NSF grants, a Co-Principal Investigator of an NIH grant and Principal Investigator of a U.S. Department of Education SBIR project. At Sun Associates, Dylan is the Director of R&D and focuses on the development of innovative educational technology tools that align with Sun Associates educational mission.
Zora Warren, has over 20 years of experience in the areas of teaching, program evaluation, teacher preparation, consulting and public service. Zora understands that quality education requires a collaborative spirit, openness to innovation and change, and a trusting relationship between stakeholders. At Sun Associates, Zora specializes in teacher professional development and technology evaluations and was the project lead for the evaluation of a dozen Teaching American History Grants. Through her work at Endicott College, as the Director of Field Placement and School Partnerships, Zora partnered with over 25 schools to provide high quality field experiences for pre-service teachers, taught field experience and internship courses, and designed and delivered training for supervisors, cooperating teachers and pre-service educators. Zora holds a Masters in Technology in Education from the Harvard Graduate School of Education and a BS in Secondary Education Social Studies from the University of Illinois.
